The Shooting of Terry Smith

Around 1 a.m. on May 21st, 1993, Terry Smith, 24, was involved in a dispute over money with a woman in the apartments that are now Auburn Manor.

It is alleged that Terry did not leave which eventually led to the woman macing him.


Terry then ran from the apartment but it was too late - a 911 call was already made telling police about the dispute and the use of mace.


Responding to the scene was Rockford police officer Vernon Sims. As Sims entered the building, Terry was running down the steps about to exit the building.


Sims said he saw Terry wiping at his face so he asked Terry if he had been maced. Terry responded no, but still Sims asked him to wait.


Instead, Terry ran off towards his apartment building nearby when Sims alleges he saw what looked like a weapon in Terry’s hand. Sims shot at Terry, hitting him once in the arm.


Backup was called as Sims lost sight of Terry. They would eventually find him after he ran from his apartment building. They found no weapon on him but when doing a search of his apartment they found a revolver and charged Terry with aggravated assault, unlawful use of weapons, and having no FOID card.
