Vince Kelly has been a Rockford police officer since April 2002.


On October 12th, 2019, Kelly was the first police to meet with a woman who worked for RPD in the Central Reporting Unit.


The woman, who we will refer to as Emily, told Kelly she had been sexually assaulted by Daniel Basile, a Rockford police officer. Kely brought Emily into a conference room to give her a chance to further explain.


Emily told Kelly that on the night of October 11th, 2019, she ended up at The Rue, a bar in downtown Rockford, with off duty cops Daniel Basile and Eric Thurmond and another friend.


While Emily and others were drinking, Basile stayed relatively sober. By the end of the night, she could barely walk straight. She remembered Basile talking to her in the bar saying things I’m going to protect you and watch over you.


At the time she thought it was odd but she assumed she could trust Basile and knew him as a RPD cop.


When Basile offered her a ride, she accepted. It was a relatively short and quiet drive straight to her home.


Basile helped her inside and laid her onto a couch. Emily assumed Basile would just leave because she had told him her brother was there.


But, Basile stayed.


As Emily was in and out of conscience, Basile began to remove her clothing and proceeded to rape her.


Emily told Kelly she remembered waking up in a different location in the house and Basile was still raping her. She remembered seeing a flash from Basile’s phone camera.


Basile sent her a text message the following morning asking if she was okay and he was sorry she had regrets and sorry for what happened.


Kelly, after finishing the interview, left to meet with his supervisor at the time, sergeant Mark Sander and detective Janie Martin.


It was decided Emily would be brought back in later that day to give a recorded interview. Emily on her return filled out various forms and under went medical examination.


Martin & Kelly interviewed Emily while detective Christopher Jones had her cellphone for analysis.


That same night, Kelly met detective Richard Beaufils at Emily’s house to go over the locations.


Kelly & Martin then made the rounds to the bars Emily was at in unsuccessful attempt to acquire video surveillance footage from the night in question.


After reviewing contents from Emily’s phone, it was determined a search warrant for Basile’s residence and cellphone was necessary.


Kelly was joined by at Basile’s Roscoe residence by then Lieutenant Bob Reffett, Sergeant Sander, and detectives Jones and Martin.

Detective Jones after obtaining Basile’s phone and reviewing the footage, Jones wrote in his report that the content and the angle of possibly hundreds of images “disturbed” him. He described the angle as a “voyeur” covert angle.


Prior to the search, officers knew Basile FOID card had been revoked due to a separate Order of Protection filed against him.


The officers obtained Basile’s cellphone after he voluntarily offered it and brought him in for questioning.

On October 23rd, 2019, state’s attorney Marilyn Hite Ross approved one count of criminal sexual abuse and an arrest warrant was issued.


Kelly would later on be brought as the State’s only witness for the Grand Jury questioning.


The lawyer for Basile alleged that during Kelly’s grand jury testimony, Kelly was asked how did he know Basile committed this offense?


He responded “He told me he did it” The State’s attorney would continue questioning Kelly but that one answer the key.


Basile’s lawyer put in a motion to have the whole case dismissed because Kelly said during the grand jury that Basile told him he committed the offense. Their argument was that did not happen, Basile never told Kelly that he did it.


The motion was successful and the charge against Basile was dropped due to Kelly’s grand jury testimony. Since then, Basile has had another OP filed against, all three claim he abused them sexually and/or domestically.


In March of 2023, Kelly was promoted to be a sergeant working the Night Shift in district two under Daniel Watton.


In 2019, Kelly made $91,169 in salary + $9,947 in overtime = $101,116 + $25,350 in health insurance + $30,497 pension pay.
