Timothy Campbell #3852

Timothy Campbell has been a Rockford police officer since 2005.


Prior to joining RPD, Campbell worked as a Winnebago County corrections officer.


In 2019, Campbell, Eddie Torrance, and Sean Welsh were named in a lawsuit filed by Rockford Scanner workers.


Campbell, along with Eddie Torrance and Sean Welsh, were subjected to a lawsuit by a Rockford Scanner admin in 2015.


In May 2015, the RS Admin heard of traffic stops happening in the Midtown district. Upon arrival, he learned RPD was conducting a “sting operation.”


The admin took multiple pictures of the scene for about 10-15 minutes. The officers noticed the pictures being taken and recognized him as an RS admin.


Officers Campbell and Welsh went to confront the admin, telling him he needed to “move on.”

When he asked if he was breaking any laws, the cops told him no but if he did not leave, he would be arrested for obstructing.


The admin said goodbye and left on his legal motorized bicycle. Campbell and Welsh followed the admin for multiple blocks before initiating a stop and arresting him.


While still in custody, the Rockford Police Department released a list of people who were arrested in the prostitution sting that was being conducted. The RS Admin was included in the list as someone arrested in a prostitution sting.


After a year, the admin filed a motion to dismiss his charges, which would be dropped. He later sued Campbell, Welsh, and the officers who put out that press release.


In 2019, Campbell made $90,411 in salary + $11,456 in overtime = $101,686 + $25,155 in health insurance + $30,497 in pension pay.


In 2020, they made $96,787 in salary + $11,131 in overtime = $107,918 + $25,350 in health insurance + $33,025 in pension pay.


In 2021, they made $109,953 in salary + $10,850 in overtime = $120,803 + $24,960 in health insurance + $34,932 in pension pay.
