Sisomphou Singmouangthong has been a Rockford Police officer since May 2004.
In 2021, Toon was placed under paid administrative leave after being charged with domestic battery.
The domestic allegations that are posted here claim several incidents of Toon repeatedly punching, and otherwise hitting, his girlfriend at the time. The complaint claims Toon’s possession of a “drop gun” that he threatened his girlfriend with.
The girlfriend also claimed that Toon would regularly describe instances of violence he committed at work against detained suspects.
Since being put on paid leave for alleged domestic violence, Toon has made roughly $393,963 in pay and had $172,750 added to his pension.
On April 28th, 2007, Toon was involved in the murder of Rockford community member, Jose Urdaneta.
RPD officers Toon and Campion responded to a call of a nonviolent dispute at the 757 Belmont apartments. Upon arrival Toon and Campion seen Jose Urdaneta walking outside with blood on his arm.
Jose had been shot in the arm by an attempted armed robber on April 24th 2007. The blood on his arm that officers seen came from his gunshot wound.
Toon immediately, without cause or justification, grabbed the left arm of Jose, then conducted a leg sweep, forcing him to the ground. From there, RPD officers got on top of Jose to hold down his chest, head, and legs.
Richard Campion called for backup while they continued to restrain Jose. Officers then hogtied Jose and dragged him on the ground. It is alleged at this point, officers repeatedly hit Jose with fists and asps (metal telescopic batons).
Throughout this, Jose Urdaneta was yelling “I can’t breathe” and, “they are trying to kill me.”
Officers never let Jose up. They were on top of him, punching him and beating him with asps as he was yelling for help.
Jose Urdaneta eventually fell unconscious. He had been beaten into a coma, which ultimately resulted in his death three days later.
In 2019, Singmouangthong made $84,179 in salary + $10,393 in overtime = $94,572 + $25,350 in health insurance + $30,497 pension pay.
In 2020, they made $90,055 in salary + $4,211 in overtime = $94,266 + $25,350 in health insurance + $33,025 in pension pay.
In 2021, they made $97,139 in salary + $3,437 in overtime = $100,576 + $24,960 in health insurance + $34,932 in pension pay.

In 2023, they made $102,291 in salary + $25,350 in health insurance + $46,059 in pension pay.
In 2024, they made $96,126 in salary + $26,325 in health insurance + $52,059 in pension pay.
