Santiago Ortiz Aguirre has been a Rockford police officer since 2023.

On March 2nd, 2026, Ortiz was assigned to monitor a contentious Rockford City Council meeting. The increased attendance was largely due to the vote on an expansion of FLOCK cameras within Rockford.

Throughout the meeting, community members voiced their concerns over FLOCK’s relationship with ICE amongst other privacy concerns. Once it became clear that despite the community pushback, City Council was going to approve the new contract, tensions grew until three community members were kicked out and removed by Ortiz form the meeting.
