Rob Hatfield has been a Rockford Police officer since April 2002. Hatfield has worked mainly as a SWAT cop.
On May 30th, 2020, Hatfield, as a SWAT cop in full tactical gear, was assigned to assist in the arrest of nonviolent protestors.

On April 28th, 2007, Hatfield responded to a call for backup made by Rockford Police officer Richard Campion. Before Hatfield’s arrival, RPD officer Sisomphou “Toon” Singmouangthong grabbed Jose Urdaneta, who had been shot three days prior, and performed a leg sweep to take Jose to the ground.
Once on the ground, Toon got on top of Jose, putting his knee into Jose’s back. Campion held down and got on top of Jose’s legs.
Hatfield responded with Ryan Cory and Christopher Jones.
Upon their arrival, it is alleged that Hatfield repeatedly struck Jose multiple times with his department-issued asp while Jones and Cory held down Jose’s head and shoulders.
Officers then shackled and hogtied Jose, all while holding down his body and head.
Jose Urdaneta eventually lost consciousness and died three days later.
