Richard Dodd has been a Rockford Police officer since February 2008.


On February 6th, 2019, Dodd responded to the shooting of Randy Pierson by then Rockford Police officer Timothy Stec on Highway 20.


Under orders from then Sergeant David Nicosia, Dodd blocked traffic from coming to the scene.


In the fall of 2020, Dodd was assigned to work multiple City Market protests and come to Occupation at City Hall to serve protesters with ordinance violations and bans.


Through these assignments, Dodd was witness to multiple brutal arrests his coworkers initiated.
