Paul Gallagher #1933

Paul Gallagher has been a Rockford Police officer since March 1999. For years, Gallagher was on the DUI task force when Rockford Police were regularly in the top three in the state in DUI arrests.


On February 6th, 2019, Gallagher responded to the shooting of Randy Pierson by then Rockford Police officer Timothy Stec on Highway 20.


Gallagher spoke to multiple witnesses at the scene. Some of them had videos showing the aftermath of the shooting.


In his report, Gallagher described the video as showing Stec, near the back of the pickup truck, aiming a gun towards the driver's seat. None of the witnesses Gallagher spoke with said they saw or heard the shots being fired. One witness did say he heard over C.B. Radio a driver he believed to be ahead of him say, Holy shit! The cop just unloaded a clip on him.
