Owen McGuinness has been a Rockford Police officer since May of 2013.
McGuinness was named in an excessive force lawsuit stemming from an incident on July 24th, 2016, with Emilio Marquez.
It was alleged that during a response to a domestic call Marquez and McGuinness both traded insults with the suspect before “losing their cool”. It’s alleged Marquez slammed the suspect and Mcguinness immediately put his knee in back of the suspect.
Marquez and McGuinness then took turns hitting and kicking the suspect.
On May 30th, 2020, McGuinness kicked a nonviolent protestor to the ground. McGuinness quickly got on top of protestor, punched them in the face and kicked them multiple times.
During a separate incident on May 30th, McGuinness used his riot shield to hit a protestor multiple times. McGuinness then kicked the protestor to the ground where Mcguinness continued kicking him.
The individual was not arrested.
On April 11th, 2021, McGuinness was partnered with Kyle Parr on the SCOPE team. The two officers reportedly saw a vehicle they thought was possibly involved in a crime recently.
McGuinness and Parr began to chase the car while alerting other officers of their activity. They briefly lost the vehicle before finding it stopped in front of a house on Illinois street. One of the passengers of the vehicle had ran from it.
McGuinness exited the vehicle and began to chase down the suspect through multiple backyards. McGuinness shot 19 year Jose Gonzalez Jr in the back of the leg as he was running away.
This shooting was the 23rd investigated and 23rd justified case by the Winnebago Boone County Integrity Task Force.

In 2020, they made $81,660 in salary + $14,546 in overtime = $95,206 + $25,350 in health insurance + $33,025 in pension pay.
In 2021, they made $93,688 in salary + $20,244 in overtime = $113,932 + $24,960 in health insurance + $34,932 in pension pay.
In 2022, they made $88,946 in salary + $30,722 in overtime = $119,688 + $25,350 in health insurance + $39,700 in pension pay.
In 2023, they made $107,249 in salary + $33,511 in overtime = $140,760 + $25,350 in health insurance + $46,059 in pension pay.
In 2024, they made $91,971 in salary + $30,947 in overtime = $122,918 + $26,325 in health insurance + $52,059 in pension pay.
