Nicholas Weber has been a Rockford Police officer since May 2004.


On May 30th, 2020, Weber was assigned to take photos of the damages following the protest.

Weber was named in a lawsuit alleging excessive force. According to the lawsuit, On August 10, 2006, Plaintiff went to his sister-in-law Michelle's in order to play cards with family and friends.

15. When Plaintiff was about to leave his sister-in-law's, he noticed that the interior light in his car was still turned on.

16. Plaintiff attempted to start his car but it wouldn't start up. Plaintiff decided to walk home,

get his other vehicle, bring it back and "jump" the car with the dead battery.

17. As Plaintiff walked past a parked squad car, the officer occupying the vehicle (later learned to be Officer Weber) activated his overhead lights, exited his vehicle and begin to question Plaintiff.

18. When Plaintiff questioned why he was being stopped an officer struck him with a blunt object on his head knocking him unconscious.

19. The defendants moved Plaintiff to the back of the house out of the neighbors' sight to collect blood evidence from him.

20. When Plaintiff awoke, he was in the back of 229 Forest, face down. handcuffed with a shoe on the back of his neck. Officers then carried him to the front of 229 Forest.

21. Blood was gushing out of the Plaintiff's wound.

22. The officers placed Plaintiff in the rear of a "paddy wagon". Plaintiff was taken into custody, arrested and transported to the Rockford Memorial Hospital where he was treated

for the head injuries requiring several medical staples.

23. Plaintiff later learned that defendants planted his blood at the scene of a store break-in.

24. Plaintiff was booked, processed, and was wrong fully incarcerated.

25. Defendant police officers caused the false charge of Burglary to a store named "Sports Dome", criminal damage to property, and resisting/obstructing arrest to be filed against plaintiff.


The criminal charges against plaintiff were prosecuted by the Winnebago County State's Attorney.

27. A jury trial was held, thus resulting with a returned verdict of not guilty on April 8th, 2009.
