Mark DeLacy has been a Rockford police officer since September 2015.
In the fall of 2020, and the beginning of 2021, DeLacy was assigned to respond to multiple protests.
On January 10th, 2021, DeLacy was part of the fleet of officers that came to the Occupation at City Hall to remove the protestors' belongings.
The Occupation was on Day 100 when the RPD fleet arrived to remove all belongings and to serve bans from City Hall to the Occupiers.
Tensions had been raised between the City and Occupiers after the Code Enforcement team torn down and threw away the memorials of Say Their Name Square - memorials consisting of flowers, balloons, stuffed animals and photos and the names of people killed by police in Rockford / Winnebago County.
It has since been revealed that following the Facebook Live capturing the City employees memorial desecration, an email was sent from them Rockford Police Chief Dan O’Shea
“It’s time to remove these vagrants once and for all”
The team of officers in coordination with the public works team removed all remaining materials (canopies, tables, other minor stuff) before eventually arresting one individual.
The individual would later have all their charges dismissed.
