Kyle Parr has been a Rockford police officer since 2014.


During the fall of 2020, Parr was assigned to work multiple City Market protests.


On May 30th, 2020, Parr was assigned as a SCOPE officer to monitor the first protest in Rockford following the murder of George Floyd.


Parr accused a young black man of throwing two large rocks at officers from five feet away. After this alleged incident, Parr tased the protestor in the leg.


Other officers then stomped and tased the young man in the legs.


During a jury trial the protestor was found not guilty of all accused charges.


Following July 31st, 2020, Parr took protestors phones to the FBI in Chicago.


On August 21st, 2020, Parr was assigned to the City Market detail. Following May 30th, there had been protests in the City Market area for several weeks in an attempt to raise awareness to the local police violence that took place outside of the Rockford Police District 1.


Parr described the protest as roughly 80 people that marched down the railroad tracks between the City Market Pavilion and the building eventually returning to the sidewalk across City Market along E State Street.


The protest eventually moved to the streets as seen above.


Assistant Deputy Chief Michael Dalke and Parr ordered protesters back to the sidewalk. The two Rockford cops grabbed ahold of a protester, shown above, and pulled them further in the street.


Parr pushed back two unidentified protestors before returning his attention to the arrest. Parr used a “leg sweep” to get the individual on the ground. Parr handcuffed them on the ground before they were taken into custody.


Parr was a 2021-2022 SCOPE officer. Parr was partners with Owen Mcguinness when Mcguinness shot Jose Gonzalez Jr. as he was running away.


In 2019, Parr made $71,960 in salary + $11,924 in overtime = $83,884 + $16,120 in health insurance + $30,497 pension pay.
