Kevin Case has been a Rockford Police officer since April 2018.
Case was assigned to work multiple 2020 City Market protests
On January 20th, 2019, around 6:29 p.m. Case and other RPD officers responded to a Shotspotter alert near the intersection of 8th st. & 5th Ave. While en route, dispatchers alerted the officers that then Assistant deputy Chief Carla Redd was involved in some type of dispute at that intersection. They were also given a description of an involved vehicle.
Case arrived on scene and began searching for the vehicle. However, it wasn’t longer until he was flagged down by a man in a pick up truck nearby.
The man told Case that he lived near the intersection and was backed into his driveway getting ready to leave before he saw something.
Two cars, a black SUV and a dark colored Sedan were stopped next to each other near the intersection. The vehicles were stopped for several seconds before the man could hear shouting which he thought could be arguing but he couldn’t make out what was being said.
Then, a pick up truck pulled into the intersection blocking the two vehicles from driving. The pickup driver got out of the truck and the next thing that was heard 4-5 ‘pops’ which he believed to be gunshots.
The witness, fearing for his safety, pulled out of his driveway and called 911. As he was driving he seen the sedan drive past him so he returned to his house. Dispatchers told him police officers were on the way to him so he waited until seeing Case drive past and decided to flag him down
After their conversation Case called dispatch who confirmed they did receive a call from the man.
