Kenneth Farmer

Kenneth Farmer has been a Rockford Police officer since April 2000.

On July 13th, 2003, Farmer was off-duty, working as security for U.S. Bank on 11th street.

Paul Hackbarth allegedly went into U.S. Bank with the intention to rob it.

Hackbarth, at the time he entered the bank, was carrying a BB gun.

Farmer shot Paul three times, killing him.

Farmer was last seen driving this vehicle.

On April 18th, 2023, Farmer was stopped at the light in front of City Hall when his picture was taken by a member of the May 30th Alliance.

Farmer exited his vehicle, walked down, and grabbed the individual to detain him in the back of Farmer’s squad.

Throughout the detainment, Farmer gave several indications that he was familiar with the individual. He asked for the individual's name, which was given to him.

While being detained, the individual confronted Farmer about the fact that he was a murderer.

Kyle Schaefer responded to the scene in front of City Hall. Farmer ordered the individual out of the squad and placed him under arrest for obstructing identification, and gave him a traffic citation for walking on the roadway. He would later be charged with resisting arrest.
