Joshua Arthur has been a Rockford police officer since February 2008.

In July of 2023, days after a man died in the custody of ISP, park police and RPD officers, Arthur and Jhordynne Alexander responded to an unrelated call at the Occupation of Rockford’s City Hall.

When the two officers were questioned about their possible involvement in the death, Alexander referred to the death as “not a big deal”
