Vazquez repeatedly drove past the Occupation at City Hall to antagonize protestors.
One night, after Vazquez had driven past the occupation three times in less than thirty minutes - getting flipped off each time. On the fourth time, Vazquez turned on his lights and got out of the car.
Vazquez falsely accused a protestor of breaking violations. Vazquez made threats to take actions over his false allegations. Rockford police officer Kelly Hormig pulled up shortly after Vazquez.
Once protestors forced Vazquez to realize his accusations were false, both officers got in their respective cars and drove away.
