Jason Dobran #3858

Jason Dobran has been a Rockford police officer since 2005.


In 2019, a woman was pulled over by Winnebago County Sheriff deputy Juan Glover for driving the wrong way down a one way in downtown Rockford. As Glover approached the vehicle he found a woman crying. She told Glover that she had been forced to have nonconsensual sex with Eric Thurmond, a well known Rockford police officer.


Dobran, then a sergeant, had two of his officers near the area when they seen Glover’s lights and responded to the scene.


After the RPD officers, James Grana and James Etchingham, learned of the rape allegations they notified their sergeant Dobran.


Dobran quickly responded to the scene and ordered Grana to further interview the woman while he sent Etchingham to Thurmond’s house to locate his Jeep Patriot where the rape allegedly took place. After Etchingham located the Jeep, he was instructed by Dobran to tow the vehicle.


Simultaneously, Dobran had also contacted Dominik McNiece and Alexander Stone, two cops that have since shot a Rockford community member, to tow arrive on scene and tow the woman’s vehicle.


Thurmond was eventually charged with count of criminal sexual assault by then State’s Attorney Marilyn Hite Ross.


After the 2020 elections where Hite Ross decided not run, J. Hanley was elected to be the next Winnebago County State’s Attorney. Hanley’s office offered Thurmond a plea deal where he had to plea guilty to one count of disorderly conduct that accused Thurmond of taking and driving the woman to an unknown location that alarmed and disturbed her. Part of the plea was that Thurmond had to resign from RPD and could not be a police officer in Illinois for a year.


Thurmond took the deal.


In 2022, an allegation was brought forward that Dobran allowed Rockford police officers to openly discuss ongoing domestic abuse with him free of any consequences.


Dobran allegedly witnessed incidents of this domestic abuse and allowed officers to describe the abuse directly after committing it - free of any consequences.


In 2019, Dobran made $88,396 in salary + $8,607 in overtime = $97,003 + $25,350 in health insurance + $30,497 pension pay.


In 2020, they made $93,183 in salary + $6,122 in overtime = $99,306 + $25,350 in health insurance + $33,025 in pension pay.


In 2021, they made $104,465 in salary + $26,982 in overtime = $131,447 + $24,960 in health insurance + $34,932 in pension pay.

In 2022, they made $101,664 in salary + $38,305 in overtime = $139,969 + $25,350 in health insurance + $39,700 in pension pay.


In 2023, they made $106,245 in salary + $39,576 in overtime = $145,821 + $25,350 in health insurance + $46,059 in pension pay.


In 2024, they made $126,850 in salary + $26,325 in health insurance + $52,059 in pension pay.
