On May 23, 2019, Etchingham & James Grana responded to the scene of Winnebago County Sheriff Deputy Juan Glover pulling over a sedan off Third Street & Hill Street. The two RPD officers approached to see a woman crying while standing outside her car.
Deputy Glover told the two officers she was crying after an incident that happened with Eric Thurmond just prior to being pulled over.
Grana called his sergeant, Jason Dobran. Etchingham spoke to Glover, who told him he initiated the traffic stop after seeing the car driving the wrong way down N Second Street.
On May 30, 2020, James Etchingham was assigned to monitor the first protest in Rockford following the murder of George Floyd.
