Frank Fabiani has been a Rockford police officer since 2019.
Following a protest in 2020, Fabiani initiated a traffic stop of an individual he had been following. The individual got out of the vehicle before Fabiani got out of the squad car.
Fabiani then used a leg sweep to take them down.
Once they were on the ground, Fabiani punched them multiple times in the body.
It was alleged that during the arrest, Rockford Police officers made homophobic and transphobic remarks towards the individual.
After the video footage was reviewed by then Winnebago County State’s Attorney Marilyn Hite-Ross, the charges pressed against Sage were dropped, but she did not stop there.
She also charged Fabiani with misdemeanor battery.
When J. Hanley took office, he decided to drop the charge.
Two more charges of misdemeanor battery have been filed against Fabiani after an incident from May 2022.
It is alleged that Fabiani was called to respond to assist in an arrest. When Fabiani arrived, Alize Jones was already in handcuffs.
Fabiani smashed Alize Jones's head through a window. Alize suffered several cuts and injuries due to Fabiani’s use of force.
Fabiani, for the second time in three years, has been placed on paid administrative leave.
In 2019, Fabiani made $50,168 + $975 = $51,143 + $30,497 pension pay.
In 2020, they made $64,930 in salary + $3,031 in overtime = $67,961 + $33,025 in pension pay.
Fabiani spent time on paid administrative leave while the battery charges were pending in 2020.
In 2021, they made $75,801 in salary + $3,850 in overtime = $79,651 + $8,060 in health insurance + $34,932 in police pension.
In 2022, they made $76,203 in salary + $5,366 in overtime = $81,569 + $8,450 in health insurance + $39,700 in pension pay.
In 2023, they made $86,193 + $46,059 in pension pay.
In 2024, they made $81,982 in salary + $52,059 in pension pay.
Fabiani has been on paid administrative leave since 2022 when the second battery charges were filed.
