Garcia used to work as a K-9 officer. In 2020, Garcia was a sergeant overseeing officers during the City Market protests and the Occupation at City Hall.

Through early 2021, Garcia, along with then Assistant Deputy Chief Kurt Whisenand and other officers, would come to the Occupation at City Hall to tell the occupiers to move their belongings and/or enforce city ordinances.

The City fined the occupiers $100,000+ each for noise citations, using the sidewalk as storage, being on City Hall property, and putting up memorials.
