Dominik McNiece #1956

Dominik McNiece has been a Rockford Police officer since May of 2013. McNiece has been a long time SCOPE officer.


There have been several complaints made regarding targeted racial abuse and misconduct committed by McNiece and the SCOPE team.


On May 30th, 2020, McNiece as a SCOPE officer was assigned to monitor the first protest in Rockford following the murder of George Floyd.


McNiece was working on the “skirmish line” against protesters at District One. McNiece was involved in the arrest of a nonviolent protestor. The protestor was tased multiple times by Rockford Police officers after it was alleged the protestor threw two rocks at Rockford Police officer Kyle Parr.


The protestor was taken to the Winnebago County Jail with the prongs still in his legs. Two and a half hours passed before the protestor was transported to the hospital.


In a jury trial the protestor was found not guilty of all charges.


In a separate incident, McNiece used his baton on a protestor. The individual was not arrested.


On August 14th, 2020, McNiece arrested a protestor for walking in a crosswalk. The protestor was originally charged with felony Mob action.


On October 2nd, 2020, McNiece initiated the chase of an unarmed black man. The chase lasted over 10 minutes across Rockford before Tyris Jones crashed into another vehicle.


When Tyris got out the car and began to run away, McNiece shot him three times in back. Tyris was unarmed.


This shooting was the 20th case in a row ruled justified by the Winnebago Boone County Integrity Task Force.


On January 5th, 2021, McNiece working with Brian Merten as SCOPE officers initiated the chase of Denzel Dunivant.


At the time of the chase SCOPE officers did not know any crimes Denzel was suspected to have taken part in, did not know his name, did not know of any warrants. All they knew was a black man in Fairgrounds seen the police, and turned the other way.

McNiece in his report wrote that Denzel “looked like he had a warrant”


The other SCOPE officers, Harley Wessner, Lucas Davidson, and Bryce Davis caught up to Denzel Dunivant. They then proceeded to punch, kick and pin down Denzel.


There have multiple complaints made regarding McNiece’s excessive use of force, and targeting black and brown drivers on the west side of Rockford.


In 2019, McNiece made $78,994 in salary + $7,345 in overtime = $86,339 + $25,350 in health insurance + $30,497 pension pay.


In 2020, they made $82,354 in salary + $10,116 in overtime = $92,470 + $25,350 in health insurance + $33,025 in pension pay.


In 2021, they made $92,632 in salary + $7,751 in overtime = $100,383 + $24,960 in health insurance + $34,932 in pension pay.


In 2022, they made $88,049 in salary + $35,648 in overtime = $123,697 + $25,350 in health insurance + $39,700 in pension pay.

In 2023, they made $99,341 in salary + $28,710 in overtime = $128,051 + $25,350 in health insurance + $46,059 in pension pay.


In 2024, they made $95,061 in salary + $31,466 in overtime = $126,527 + $26,325 in health insurance + $52,059 in pension pay.
