Roser aggressively tailed it before iniating a stop that the community member complied with and immediately pulled over.
RPD officers Samantha Standard and Luciano Pozzi were on their way to the scene when Roser began ordering the man to put his hands out the window, open the door from the outside with his hands out, get out the vehicle then walk backwards with his hands up towards Roser.
The community member complied with all of this. He did everything officers asked him to do. But after successfully walking backwards, Roser grabbed him and attempted to slam him on the hood of the car.
At this time, Pozzi arrived on the scene and helped takedown the man. Once on the ground, Pozzi and Roser repeatedly punched him in the face. Pozzi then began to knee Richard several times.
Eventually they sat him up and called paramedics.
His eye was swollen shut and blood with dripping from his face to his shirt. He had suffered a broken orbital bone and broken nose.
