Carla Redd is currently the Rockford police Chief. She has been a Rockford police officer since March 1998.


Before becoming Chief, Redd then an assistant deputy chief for the Rockford police department was involved in a shooting while off duty on January 20th, 2019.


Redd remained on duty over the course of the investigation. A month removed from the shooting, while the investigation was still ongoing, channel 13 WREX ran a “inspiring 815” news story on Carla Redd. For the media, the story of what happened on January 20th 2019 was already justified. With no evidence whatsoever, Carla Redd, in the eyes of the media, was painted as a “victim of a vehicular assault” and a hero to Rockford.


Come June of 2019, the Integrity Task Force ruled the shooting justified.


ADC Redd remained in her role through 2020 protests. She was tasked as the lead investigator in charge of an internal investigation into officers use of force on May 30th, 2020 - the first protest in Rockford following the murder of George Floyd.


It was revealed that officers tasered individuals, multiple teams

repeatedly punched and kicked individuals, shot pepper bullets directly at people at times hitting them in the head, sprayed tear gas into the crowd,

slammed protestors, pushed defenseless women to the ground,

used batons and shields to repeatedly strike protesters and cars as they drove by, among many other violent acts.


Carla Redd ruled every incident of force listed above and more on May 30th, 2020, to be justified.


On August 7th, 2020, during a City Market trying to raise awareness regarding local police violence, Redd was the ADC in charge of the Rockford police department officers who were coordinating arrest efforts with the Winnebago County sheriff deputies.

There were 14 arrests, each more brutal than the arrest before. Winnebago County Sheriff deputies used pepper spray into the crowd, spraying children directly in the face.

Not one officer faced any repercussions for their use of force against protestors.


Carla Redd physically got involved on October 5th, 2020, Day Three of the 24/7 occupation at City Hall.

The occupation began after Tyris Jones was shot in the back by Rockford police SCOPE officer Dominik McNiece.

The initial demands were threefold: to get Tom McNamara to hold a press conference in which he addressed the ongoing police terrorism in Rockford, the name of the cop to be released, and for the video footage from the shooting to be released.


October 5th, was a Monday and the first day City Hall employees would be coming in to work while protestors were there. Early in the morning, RPD officers were called to the scene by Kyle Saunders - the director of public works- and Todd Cagnoni - a City of Rockford administrator.


Three protestors were arrested and charged with obstruction and criminal trespass. The allegations were the three individuals blocked entry to City Hall by sitting in chairs. One of these individuals was found not guilty after a bench trial, and the two others eventually had their charges dismissed.


After being there most of the morning and into the afternoon, Carla Redd had officers cage the remaining protesters in a “dedicated protest zone”. Redd in a back and forth with one of the protestors Redd said “I talk a lot of shit because I know how to back it up.” and

“Step outside and see what happens.”


When a young black woman briefly stepped out of the “protest zone” to retrieve an item from a vehicle, Carla Redd ordered officers to arrest her.


Brandon Mather grabbed the woman, slammed her to the ground and swung her body causing her head to hit a metal pole. Another protestor attempted to film this abuse but was blocked by a line of rpd officers.

Carla Redd got in front of this protester, grabbed them around the neck and shoulders, pushed them out of the “designated protest zone” and into a flower bed outside City Hall. She then threw the protester to the ground and immediately placed her knee in their back.


The protester was charged with one count obstruction and one count criminal trespass. The allegations were that the protester obstructed officers after repeatedly being told by Carla Redd to enter the “designated protest zone.” The protester was live on Facebook at the time and can be heard saying “I’m trying to get back into the designated protest zone.”


Because of this, Redd was reassigned to District 3 to limit her interaction with protesters.


A year later, Carla Redd was chosen to be the next chief of the Rockford Police Department. The charges against the protestor were eventually dropped after the state chose to not take it to trial.

In 2021, they made $142,203 in salary $24,960 in health insurance + $34,932 in pension pay.


In 2022, they made $165,646 in salary + $24,960 in health insurance + $39,700 in pension pay.

In 2023, they made $181,564 in salary + $24,960 in health insurance + $46,059 in pension pay.


In 2024, they made $169,038 in salary + $26,325 in health insurance + $52,059 in pension pay.
