Anthony Curran has been a Rockford police officer since October 2013.
On August 7th, 2020, Curran was assigned to provide security at City Market while a protest was going on.
The protests were organized in an effort to raise awareness to the local police violence that took place on May 30th, 2020, the day of the first protest following the murder of George Floyd.
During the City Market event, Curran was alerted by Metro Enforcement Agents that a black woman with the protests wanted to file a complaint. Curran went over to take down her statement: She said while police were chasing a protester, she ran to see what was going on. As she got to Market Street, a white man got up from his chair and grabbed her. It was intentional and he pulled her by the shirt.
The woman expressed she wanted to press charges. She indentified the white man, later found out to Daniel Podraza, a City Market attendee. Curran went to speak to Podraza who said he got up from his seat to see why everyone was running when the woman ran into him on accident.
Curran spoke to other City Market attendees taking down their statements. He spoke to Eric Isibue who said he seen the incident and from his point of view, he could see the woman running when Podraza got up from his seat when it appeared to get in the way of the woman but he could not see if he grabbed her.
Curran went back to the woman who was accompanied by three others who according to Curran were with the protest. He said they were not independent witnesses and did not take down any of their statements, though they did confirm the woman’s side of events.
Curran contacted Intel officer Adam Cox who could not access video footage at that time and then Assistant State’s Attorney Brenda Quadie who was watching the protest from a rooftop nearby while viewing local news live streams capturing the protest. Quade decided not to pursue any criminal charges against Podraza.
June 25th, 2021, Curran wrote the criminal complaint for a criminal trespass charge alleging that a protester knowingly entered upon the land of City Market, located at 200 block of Market St, after receiving, prior to such entry, notice from the owner/occupant, Kathy McDermott (Executive Director of Rock River Development Partnership who Manages City Market), that such entry was forbidden. (Class B Misdemeanor). (Maximum 6 months Jail: Probation up to 2 years; Maximum fine $1.500.00)
In 2022, Curran was named in a wrongful death lawsuit that alleged Curran's deliberate indifference in responding to the shooting of Phillip Trammel, which led to his death.
It is alleged that despite being told about the potential harm of moving Phil, Curran immediately rolled him onto his back.
The lawsuit states that Phil repeatedly asked Curran for help, but Curran did not provide any aid until Phil had stopped breathing.
Curran was training Rockford police officer Michell Parker during this incident.
In 2023, Curran has made house visits to community members' houses for protest-related city ordinance violations, such as putting up memorials, using a megaphone, and bans from city hall.
