Jason Bailey has been a Rockford police officer since 1996.
On December 21st, 2000, Bailey worked with Randy Berke on the tactical unit, a precursor to the SCOPE team, with officers in unmarked cars not wearing any uniforms.
Berke and Bailey spotted what they called a suspicious man. The two officers pulled up on Jonathan Allen. When they got out of their unmarked vehicle, they each had their guns in hand. Jonathan Allen began to run away from the police as they began to chase him with their guns out.
At some point, it's alleged that Jonathan pulled out a gun. It's at that point officers fired eight shots towards Jonathan.
One bullet hit Allen in the leg, causing him to fall. When he fell, Berke and Bailey ran up to him and beat him.
In 2006 - 2007 Bailey was charged (internally not criminally) by Epperson for violating Rockford police department’s internet policy.
The allegations were that on at least twenty three separate incidents Bailey used his work computer to make mostly disparaging comments regarding Morrissey and Epperson on online forums.
It was also found that Bailey was using his work computer to look at internet porn, espn, hunting and fishing catalogs. Bailey looked at over 100+ adult sites.
The City asked for him to be fired however the police & fire board ruled he had to pay the city back for the time he spent misusing his work computer. Bailey paid back nearly $15,000.
On May 30th, 2020, the day of the first protest in Rockford following the murder of George Floyd, Bailey was a Sergeant at Rockford police district 1 assigned to monitor the protest. Over the course of the protest ten individuals were arrested. Bailey was tasked with writing up probable cause statements for these arrests.
